reassembling my engine and not sure where this goes. It was in the same bag of parts as my clutch pack and there appears to be a hole in the clutch housing where this almost fits, but doesn't stay in. The hole is slightly too small and I feel like it I forced it in, it would just pop out over time.

It's tough to tell from your pic if that's a metal part or not, but from your description I'll guess it's a rubber part.

I took a quick look and it looks like #19 28305-310-000 CAP, KICK ARM

Here's one for sale https://www.ebay.com/i/352185937001?chn=ps

Since this part is NLA, could a PO have made a substitution?

No it's an opaque rubber piece. Unfortunately it's too small to fit the end of the kick arm, but also puzzling is I never had a cap there to begin with. Seeing as that's just a dust cap for grease, I'm not too worried about it.

I initially thought it belonged here, but looking at other photos online, they don't have anything there either.

I have the same model bike as you and I don't recognize that part. Just finished reassembling my engine this past summer too. Unless it was part of another larger part and I just never noticed it. I don't recall anything like that. Hopefully someone can identify.

Only thing I've seen like that is oil block piece between crankcase halves, except it was on XS650 :D
