I'm restoring my 74 CL200 to the point of rekeying the steering stem lock. The lock now rotates fine but the metal cam which would protrude out to block the steering from turning just sits in place. What am I missing here and has anyone else attempted to restore this locking system? All known parts have been cleaned as the image shows.

the lock is designed to be turned, then pushed inward manually to extend the post toward the neck, then turned back to the locked position to remove the key. If the steering stop on the neck of the frame is in good condition and not bent from a crash, the post extended inward by that method should contact the stop and keep the forks from turning when locked.
