too high as in they won't go in the holes? you may need to loosen / tighten some of the others so you can twist the hub a few degrees

I’ve tried to loosen and tight to no avail. I checked the angles and they are the same, I can get all the inners and outers in good. It’s just the last 9 outers that are above the holes. I’m at my wits end lol. The rims and nipples are from 4 into one

what does the offset look like on the sprocket? does it look like it's in the right position?

maybe take everything back out and start again from the side that's giving you trouble

i've had to do that on some rear rims

just did my cb 360. 36 spoke double cross is the pattern. have you made sure your pattern is right. you do not need the sprocket on, has nothing to do with lacing the wheel. only tighten the spoke threads a few times when placing into the wheel. then when all the spokes are in place, now comes the hard part in truing the wheel. pm me if you need help.

I did not have the sprocket on. I finally got it done but the last nine outers have a slight “bend” in them and I have to push down some of them to get in holes. Some of them line right up with no pushing on them. As a last resort I polished the old spokes to replace the ones I has to “push” in. They are noticeably thinner and they lined right up except for one. That one. I had to push down but only slightly. I still feel a little uneasy but I have triple checked everything. Thanks for your response.

Did you mix up the inside spokes with the outside ones? Spokes for the outside rows will have slightly more bend at the end. An inside spoke, inserted in the outside of the flange, will have to bow to line up with the rim hole.

Lacing wheels is a challenge sometimes and trying to visualize over the internet is really a challenge.
I would verify the length of all your spokes and make sure that is correct, then closely examine the bends for inner and outer.....it doesn't matter what things are labled out of the packages the actual piece has to be right.
Fitting non stock spokes in old hubs sometimes takes a gental whack with a dead blow hammer to get the bend right at the hub. (this comes under advanced hammer use, beginners beware) Make sure the spoke head fits into the holes in the hub nicely. Did you compare the new spokes with the old spokes for length and bend?
You mention that the new spokes are larger diameter so that could be an issue....I have had to drill the holes in the hub larger to fit a larger spoke and have everything fit.

Long ago as part of a week long factory mechanics training we had to lace and true a wheel and most of the class took the wheels back to their motel and worked long into the night to get them assembled and close to being true.

The lengths of the spokes are the same and I did not have to drill out holes to get them in. The apple all fit nicely in the holes. I did end up using all 18 of the original “thinner” outer spokes and they went in without a push and did not have near the bow the news ones had. They also straighten up after a couple turns of the nipple. I believe the chrome coating on the new spokes was the issue. The original shine up but do not have as thick a coating on them . Also, all spokes had the same angles. This was just a totally different experience thank the front wheel which I laced and tried in an hour. Thanks for you feedback especially since you are certified at working on them.

Mixing old and new spokes is not a good idea.
I'd return them to 4 in 1 and get good stainless steel ones from Buchanan's

Just t clarify, you said all the spokes had the same angles.....do you mean the angles at the head of the spoke? If so you didn't get the outer spoke bend .
