Looks structural and Honda put it there for a reason. Removing it would be foolish IMO.

Assuming that your purpose is probably to also remove fenders and café the bike, yes, it won't cause you any real harm... it does provide strength for those tubes connecting the swingarm pivot area with the upper part of the frame, but the average rider doesn't push a stock bike hard enough to ever really feel any frame flex that is created by removing some bracing. That said, you can replace the fender mount/frame brace with something different to accommodate a fender if that is where you're going... like what we did to mine for the aftermarket fender I used

That can definitely be safely removed. If you're planning on installing a battery/ electrical tray under the seat, and it's welded, that will more than make up for any lost rigidity.
