Does anyone know if the 18mm washer that is labeled "27" in the drawing below is just a steel washer, ie: can I pick a replacement up from fastenal/grainger, or is there a reason to find the OEM honda part? I'm sure this is a silly question, but I thought I'd ask anyhow.

It isn't too special, if I remember, but it is not any thickness. It may be hardened to hold the shaft in place. The Circlip rubs against it. The thickness is important, and smooth, as it is in some sense, a bearing surface for the circlip. Keeps the circlip from grinding against the outer case, so it positions the lick shaft. I suspect you may get away with a generic washer, but make sure nothing binds. The thickness of the material is important...

I don't have mine apart, so I can't measure it right now.
