The 400a tranny is pretty simple. You will need a FSM. If the shift lever is locked and wont move at all you might check the shift drum. Bad news is you will have to drain the oil and pull the torque converter and primary gears to do this. If all is ok you will have to split the cases to check the tranny. 1st gear is on one side and 2nd is on the other all the shift drum does is move the shift plate from one side to the other. I hope someone can come up with something better.
