I have set the floatbowl according to spec. Tested the gas flow with the bowl removed and the carb on the bike. I did the test with a clear tube in the drain hole. One carb is above the gasket line and the other is right on it. Is there any definitive answer as to where that level should be? I have always assumed it should be somewhere below the gasket.

if the floats are set right and the levels are still off, sounds like you may have a heavy float. that said, I would suspect a little bit of diference is expected and probably allowable, but if your floats are the same weight (not waterlogged or sloppy soldered) it should be pretty close, don't think having the gas over the gasket is a problem, always seems some fuel leaks out of mine as soon as I crack the seal.
