they just pull off but are usually corroded on...heat gun with penetrating oil...if you are in a hurry you WILL mark them up and damage them. if they are already rusty then no big deal...if they are still nice and pretty patience will be necessary.
can take several days and even weeks of repeated penetrating oil and heat
They do NOT Unscrew or Twist off, they are Push -ON - Push - Off.
Look on the side of the Lower Fork Assembly .
There is a small FLAT Spot.
Place a FLAT Blade Screw Driver into the slot and using a Hammer - GENTLY - Did I say GENTLY I meant - VERY GENTLY - Tap to PUSH the cover off the end.
It will ONLY move a small bit before it cocks and jams, but that will open up a space along the seam where you can begin to do the same things around in a circle.
Moving the cover just little at a time as you work your way around in a circle.

The Fork Tubes will be Rusty under the Front Headlight Mounting Ear Covers and the Lower Cover.
Don't worry about it unless the rust extend down into the area were it would ride against the seal.
Just clean it up and paint with a rust preventative.
Honda did not Chrome Plate the tube in that area.
