I’ve got some oil seepage on one front fork of my CM400T with air assist. The forks seem to be holding air pressure; 11# when I checked yesterday. If I’ve got a bad fork seal, wouldn’t I be losing air pressure as well?

You know, I've never added any air to my CM400C's forks, 3 to 11psi is the range in the manual right?

Eventually you'll see a drop in air pressure. Note that the air is trapped above the oil so that it would have to blow out almost all of the oil for an immediate air pressure drop.
Yes, the spec is 3-11 psi, max is 14 psi or 1 Bar.
