I thought my reserve was not working but I had always been close to a gas station when it ran low. The last time I intentionally ran on reserve after I filled up and it was not getting any gas. After I went back to the straight down position I started hearing a popping noise in the exhaust-at idle and when I let off the throttle. Can I assume dirt in the carb(s)?

Maybe - at least on one count.

Popping like that is also sometimes an indicator of an exhaust leak, either at the head or maybe the muffler/pipe junction.
Too early to tell for sure if the problems are related.......take care of the fuel delivery problem first.
