Not TOTALLY.... But enough you don't want to do it on a primarily "street" bike...
I have a "spare" wheel for my bike, drilled for those "show it off" occaisions......Plus, you have to do it fairly precisely.... It can seriously weaken or imbalance the wheel assembly if done wrong.... The "old-school" trick was to ALSO add a few/series of 3/32" holes radially about 45 degrees apart in the Hub (inboard of the shoes) to allow any water that does get in to be expelled by the centripidal force of the wheel's spin....You do have to unlace the wheel to do this.......
