It’s black gloss; and you could try Japlac black... it’s been around forever. Though if you want durability you could have stove enamelling or powder coating. I’ve used PC in my frames; so far ok but you need to mask threaded holes to prevent them being filled in. Once you’ve scratched the surface back to bare metal the rust process can begin; and it’s a PITA to remove PC and recoat
I’ve also rattle canned the frame before and it’s reasonably durable; but the red menace shows through eventually.
