You're ok. The lower triple tree clamps over those spots. As long as there is no pitting in the area that travels below the oil seal you will be fine.

The Hondas of that era had covers over the forks, whether metal or rubber, and they only chromed the lower area where the seals ride. Basically bare metal from the lower triple up, so they rust. I painted mine with hammer finish silver.

What kind of prep did you do before painting them?

Wire-brushed the rust off with a wire wheel on a bench grinder, then sanded a little to smooth as much as possible, then cleaned the surface and painted. Since Honda didn't chrome the upper part of the tubes back then, the cleaned bare steel of the tubes takes paint just fine
