Assuming you're wired through the flasher unit, if the lights just go on the flasher isn't working. I had one that flashed extremely slowly - I swapped it for one in my pickup, which flashed too fast but worked perfectly in the bike. You don't happen to have LED bulbs, do you? They require a different type of flasher.
Its funny that I just went through this morning. My 360 wouldnt flash or even come on. I thought maybe it was the switch. Took the switch apart and cleaned it. Still no signals. It turned out after I checked all connections and pulled out my test light...I had power to the flasher and nothing going through it. I walked out to my truck and pulled the flasher out of it (69 Chevy) plugged it in and the turn signals now work.
