So I finally got around to adjusting the valves on my 1973 CB350 today. Up to this point I've been mainly just cleaning rust off of her and dealing with other non-mechanical issues. Everything was going fine until I got to the last valve: the right side exhaust valve. When I tried to turn the rocker arm shaft, it was very difficult, even though I had the lock nut completely loosened. So I looked into the hole as I turned the shaft and the rocker didn't move at all. Seems like a pretty serious problem to me (broken rocker arm shaft?), but I thought I'd come on here and see what you guys think before I started taking off the head. Any insight or advice is greatly appreciated.

Notes: The bike was a barn find, so I have no idea what its history is. It has about 24,000 miles on it and good compression.
