Thanks to hondatwins.net, mostly good news today! I pulled the tank partially off and put the throttle cable back in, attached the linkage,charged the battery, turned on the fuel, tightened the loose bolts on one fuel bowl and it started!! I tried adjusting the idle and the mixture screws then took it for a ride. It revs up to 7,000 with no problem. Issues: what should the idle be? About 1,200 seems as low as it goes before just stalling. Letting off the throttle the revs don't seem to go down all the way - same with start up. When they go down at idle, it stalls. Last, the 2 to 1 exhaust makes it hard for me to tell what each carb is doing.

1100 to 1200 is a normal idle..... You'll probably have to separate the pipes to "feel" the exhaust pulses to get a great balance/synchronization..... The hesitation in "drop" to idle is a classic "NOT synched" symptom....... Follow Bill's 450 carb sync steps as they apply to your carbs......
