Are they the header pipes for one of those early CL's with the pipe on each side?

Nope, I'm pretty sure they're not "D" model pipes.

I saw a custom set identical to those somewhere on the net. I probably have the picture saved but locating it would be next to impossible. They flow over the side cases really nicely then down and back. Pretty cool but it makes one wonder what kind of fitment issues you'd run into. Or what they were actually designed to accomplish. Chopper? Bobber? Racer? Who know what they were actually meant for. They might actually mate with the stock mufflers for all I know. The outlet location looks to be close to the same.

Needless to say, they'd be mine if I was'nt strapped for $$$

I'd say CL to CB conversion I just did one and you have to change footpegs, brake pedal, and brake pivot shaft to fit the regular CB pipes that said I don't think I'd like having those running over the top of the side cases in the way of the oil fill plug

CL to CB conversion? Huh? Would'nt that be just taking CB mufflers and headpipes and bolting them on with the parts you listed as necessary??? With these pipes being a completely different look and serving not so much as a conversion but more a "custom touch"?? They were probably manufactured in the heyday of the chopper craze from the looks of 'em.

yes but with these pipes you wouldn't have to change the pegs and brake lever just add mufflers and go

Yes. Lack of terminology to describe use, easiest way to explain the look..
