I have a CM450 that I purchased years ago that was used regularly at the time. After I purchased it I noticed it was slapping pretty bad up top. I took it to a shop and they wanted more than I could afford to fix it. So it sat for many years. A friend helped me replace the lifter, cam, and rebuild the carburetor and it ran perfect. Since it needed even more work to get it road worthy it sat for a few more years.

Should I fix it, sell it, junk it?

Bad:
rusted tank
needs new brakes, lines, master cylinder
needs new tires
probably needs to have carburetor rebuilt
needs everything else needed when its been sitting.

Good:
I think the motor and transmission work.

What would something like this be worth?

Fix it. All the things you listed a common motorcycle maintenance items. If you don't do it to this bike you will do it to the next one. Of course the exception is if you spend a lot of money at a dealership for a new to nearly new bike. If you are serious about having a bike, start working on it now and it will be ride ready by the time riding season starts.

As it sits you'll be lucky to get $1 per cc, $450, probably much less. Everything listed are simple fixes.
