Honda 1979 cb400 all the lights keep burning out every time I run the bike. I replaced the Rectifier. The lights are not led. I removed the battery what can I use to regulate the current to the lights?

These bikes are equipped with voltage regulators, but at times they do fail and allow higher than desired voltage to pass. My first recommendation is to measure the voltage that's going to the bulbs that are blowing. Also please tell us any numbers that are found on the bulbs themselves.

Does your wiring harness seem to be in original factory condition? Any mods to your electrical system? What battery do you have and what voltage does it measure?

Simplest is to connect a volt meter to the battery. The voltage you read there with the engine running is the system voltage.

You're running w/o a battery? If so then there's no load to tell the regulator when to shut down charging.
