Not sure if it applies to your Honda but on my Norton, there is another nut holding the top nut to a rod going down the center.
I didn't see one in my Honda parts book but maybe take a look underneath the top nut.
I haven't had the forks off my CB so I can't say for sure.
I'm sure somebody here more familiar with it will tell you for sure.
On the bottom of the the large bolt there is a washer looking thing with flats on it. You can see it in your picture. You hold it somehow and unscrew it. Thin wrench, vice grips etc. it’s tricky, because it’s thin, and the spring gets in the way.
