    1984 12 volt Honda CB 125

    Battery voltage, before starting the bike it is 12.5 volts the black controling wire
    about the same as battery. When the bike runs about 2000 revs 16 volts goes
    into the battery, is this normal before the black wire stops the charging of the battery

    Doesn't sound normal to me. Even at their worst back in the day with rectifier and separate regulator, I think somewhere around 15v was as high as the typical system went, and that voltage would boil off the electrolyte pretty quickly - you'd be adding water to the old lead-acid battery often. Since you have a 12v bike, you should be able to use a modern rec/reg combo - here's a good one and the seller is a member and sponsor of this site
