    If I were you, I'd secure a title for it before spending any money or much time on the bike. You never know what can happen with the DMV, and it's better to do the legal stuff now instead of later. At least go down there and get them to run the serial number and make sure you will be able to license it.

    Use a wadded ball of aluminum foil doused in Coca-Cola to scrub the rust off the chrome. It won't scratch it and the acids in the Coke will make short work of any surface rust. Rinse it off and dry it and the chrome should look good again. Of course, this won't replace any chrome that's flaked off or rusted through. Here's a fender I did that way when restoring my '69 CL350:
